Jakartaweekly.com– The Ministry of Industry (Kemenperin) is intensifying its efforts to bolster industrial competitiveness through reformed licensing and environmental oversight. In a move to align with the Asta Cita national vision, the Ministry recently socialized Ministerial Regulation (Permenperin) No. 2 of 2026.

The regulation focuses on the technical procedures for Environmental Management and Monitoring Plans (RKL-RPL) specifically for businesses operating within industrial estates. Speaking at a hybrid socialization event in Surabaya, Deputy Minister of Industry Faisol Riza emphasized that modernizing these protocols is essential for a sustainable manufacturing sector.

“Strengthening environmental licensing governance is the linchpin for industrial growth,” said Riza. “Beyond ecological protection, this regulation boosts monitoring efficiency and simplifies the process for industrial tenants.”

A Shift Toward Risk-Based Licensing

Permenperin 2/2026 serves as a technical follow-up to Government Regulation No. 28 of 2025 regarding Risk-Based Business Licensing. Replacing the older 2020 framework, the new regulation ensures that environmental monitoring is more integrated and provides greater legal certainty for investors.

Key improvements include:

  • Full OSS Integration: Seamless synchronization with the Risk-Based Online Single Submission (OSS) system.

  • Stakeholder Clarity: Defines the specific roles of estate managers versus industrial tenants.

  • Digital Efficiency: Encourages online document submission to reduce bureaucratic bottlenecks.

Industry Response

The private sector has welcomed the clarity. Rizka Syafittri Siregar, Acting President Director of PT SIER, noted that estate managers are already facilitating tenants through internal evaluation mechanisms and digital portals.

“For us, the RKL-RPL is more than a regulatory requirement; it is a strategy for long-term estate viability,” Siregar stated.

Through this socialization, the Ministry aims to create a unified understanding between central and regional governments, ensuring that Indonesia’s industrial expansion remains transparent, accountable, and globally competitive.
