Tracing Silmy Karim’s Career Before His KPK Arrest

JAKARTA, Jakartaweekly.com—The name of Silmy Karim has come under national scrutiny after the Deputy Minister of Immigration and Corrections was named a suspect and detained by Indonesia’s Corruption Eradication Commission (KPK) in an alleged corruption case involving the processing of residence permits for foreign nationals in Indonesia.

Silmy is suspected of being involved in extortion and the acceptance of gratuities related to the processing of residence permits for foreign nationals during his tenure as Director General of Immigration. In addition to Silmy, the KPK has also named several other immigration officials as suspects in the case.

Beyond the case currently under investigation, Silmy is known as a bureaucrat and professional with extensive experience in Indonesia’s strategic industrial sector. Before entering the immigration field, he led several major state-owned enterprises (SOEs), including PT Pindad (Persero), PT Barata Indonesia (Persero), and PT Krakatau Steel (Persero).

Silmy’s career in the defense industry began when he was appointed President Director of PT Pindad (Persero) from 2014 to 2016. During his leadership, he implemented a business transformation that increased the company’s order book by 73 percent through stronger marketing efforts, supply chain reorganization, business process modernization, and human resource development.

He was subsequently appointed President Director of PT Barata Indonesia (Persero), serving from 2016 to 2018. Under his leadership, the manufacturing company recorded a threefold increase in both sales and profits while doubling its export value.

These achievements were driven by product line development, the establishment of strategic global partnerships, the adoption of technology, and improvements in corporate governance.

In 2018, Silmy was appointed President Director of PT Krakatau Steel (Persero). He led the state-owned steel producer until 2023 and oversaw one of the largest financial and organizational restructuring programs in the company’s history.

Under his leadership, Krakatau Steel transformed its cost structure and refinanced approximately US$2.8 billion in debt to improve the company’s financial and operational performance.

In addition to serving on the boards of several state-owned enterprises, Silmy also served as a Commissioner of PT PAL Indonesia (Persero) from 2011 to 2014.

His experience in government and defense affairs is also extensive. Between 2007 and 2014, he served on various strategic teams within the Ministry of Defense, including as a member of the TNI Business Transformation Supervision Team, the National TNI Business Activity Transfer Team, an advisor to the Minister of Defense, and a member of the advisory team to the Defense Industry Policy Committee (KKIP).

From 2013 to 2015, Silmy also served as an advisor to the State Intelligence Agency (BIN). In that role, he provided input on economic issues to support strategic decision-making, including the development of economic assessment policies, invoicing practices, and research and survey methodologies.

Earlier, from 2010 to 2011, he served as a special advisor to the Investment Coordinating Board (BKPM).

In that position, Silmy was involved in efforts to attract investment to Indonesia, simplify licensing procedures, and support the implementation of the country’s integrated one-stop licensing service system.

Silmy’s career in immigration began in January 2023 when he was appointed Director General of Immigration at the Ministry of Law and Human Rights. He held the position until October 2024 before being appointed Deputy Minister of Immigration and Corrections.
