Bridging Capitals: Jakarta and Shenzhen Blueprint a Tech-Driven Future for 2026

In a landmark diplomatic mission to China’s technological heartland, Jakarta Governor Pramono Anung has set the stage for a transformative alliance between the Indonesian capital and the global tech hub of Shenzhen. The two cities have officially agreed on a roadmap to establish a “Sister City” relationship by November 2026, a move expected to accelerate Jakarta’s evolution into a smart, sustainable metropolis. Meeting with Shenzhen’s Executive Vice Mayor, Tao Yongxin, on Wednesday, Governor Anung emphasized that while Jakarta already enjoys similar ties with Beijing and Shanghai, the unique rapid-growth model of Shenzhen offers a vital blueprint for Jakarta’s current challenges.

The Governor’s vision for the partnership is grounded in pragmatism, seeking to adapt Shenzhen’s success in managing massive urban density to the Jakarta-Jabodetabek aglomeration, which now supports over 42 million people. The proposed cooperation is designed to be a high-velocity exchange of “best practices” focusing on issues that have long defined the Jakarta experience: gridlock, seasonal flooding, and the urgent need for pollution control. Executive Vice Mayor Tao Yongxin responded with a robust proposal to initiate the bond as “Friendship Cities” before transitioning to full “Sister City” status, spanning pillars from AI for public services to the electrification of public fleets.

The strategic depth of this mission was further solidified by a direct move to overhaul Jakarta’s transit landscape. On Thursday, Governor Pramono Anung held a bilateral meeting with the Shenzhen Metro Group in Guangdong to explore modern and sustainable Transit-Oriented Development (TOD). Addressing the necessity of global benchmarking, Governor Pramono stated, “We want to have a comparison of MRT effectiveness in various world cities. Shenzhen has become a reference because of its service and operational efficiency.”

Highlighting the vast gap in capacity—where Shenzhen Metro handles 13 million daily passengers compared to MRT Jakarta’s 128,000—the Governor stressed the urgency of accelerating rail development to support the 4 million people moving in and out of Jakarta every day. A major milestone of this visit was the formal signing of a Memorandum of Understanding (MoU) between PT MRT Jakarta and Shenzhen Metro Group. This agreement specifically focuses on the development of TOD areas and the creation of an integrated urban transportation system.

Tuhiyat, President Director of PT MRT Jakarta, noted that the partnership is a strategic step toward resolving modern urban issues while securing future economic growth. Huang Liping, General Manager of Shenzhen Metro Group, reinforced this by stating that when metro planning is integrated from the start, it shapes the economy and property values alongside human mobility. For Jakarta, this MoU represents more than just a technical exchange; it is a commitment to building a resilient, inclusive, and integrated city through shared global expertise.
