Jakarta Govt Partners with BTN to Expand Affordable Housing for Low-Income Residents

JAKARTA. Jakartaweekly.com — The Provincial Government (Pemprov) of DKI Jakarta, through the Housing Fund Management Unit (UPDP) of the DKI Jakarta Provincial Housing and Settlement Areas Agency, has signed a Cooperation Agreement (PKS) with PT Bank Tabungan Negara (Persero) Tbk. regarding the distribution of House Acquisition Financing Facility (FPPR) funds. The signing took place at the Meeting Room of the DKI Jakarta Housing and Settlement Areas Agency in Cideng, Central Jakarta, on Friday (May 22).

This collaboration marks a strategic step by the Jakarta Provincial Government to expand access for low-income communities to decent, safe, integrated, and sustainable owned housing. Through the FPPR scheme, residents can secure home financing support that is affordable and requires no down payment (0%), significantly lowering the initial barrier to homeownership. Additionally, this financing facility offers several key advantages, including insurance guarantees, a 5 percent fixed interest rate throughout the tenor, and a financing period of up to 20 years.

Head of the DKI Jakarta Provincial Housing and Settlement Areas Agency, Kelik Indriyanto, stated that the signing of this agreement is part of the government’s commitment to delivering housing finance services that are more accessible, manageable, and well-targeted for Jakarta residents.

“The signing of this cooperation is an important and strategic milestone in the Jakarta Provincial Government’s efforts to expand public access to affordable, safe, integrated, and sustainable owned housing, particularly for low-income communities,” he said.

The collaborative process between the Jakarta Provincial Government and Bank BTN began in 2021 through the Governor of DKI Jakarta Decree Number 1253 of 2021. This decree officially designated PT Bank Tabungan Negara (Persero) Tbk. as the Executing Bank for the House Acquisition Financing Facility for low-income communities. Since then, both parties have engaged in continuous coordination, technical discussions, mechanism refinements, and program preparations to ensure the distribution of financing is optimal, accountable, and appropriately targeted.

“We hope this cooperation provides tangible benefits to the community, particularly in helping low-income earners gain access to housing finance that is easier, lighter, and more affordable,” Kelik added.

He also expressed his appreciation to Bank BTN for its synergy and commitment to supporting the implementation of the program.
