INACA Urges the Government to Increase Fuel Surcharge and Upper Limit Tariff

JAKARTA, Jakartaweekly.com – The Indonesia National Air Carriers Association (INACA) has urged the government to immediately implement an increase in aviation fuel surcharges, and the upper limit tariff (TBA) for domestic flights. This request follows the rise in aviation fuel (avtur) prices announced by Pertamina, the national aviation fuel supplier, with the new prices taking effect today, Wednesday, April 1, 2026.

INACA Chairman Denon Prawiraatmadja said the adjustment must be carried out promptly, given the significant increase in avtur prices. On the other hand, fuel costs account for around 40% of airlines’ total expenses.

“The adjustment of the fuel surcharge and TBA needs to be implemented immediately so that airlines can continue operating while maintaining flight safety, ensuring business sustainability, and providing national air transportation connectivity,” Denon said in a press release seen on Thursday, April 2, 2026.

He added, Pertamina has adjusted domestic avtur prices for the period of April 1–30, with an average increase of 70%, while prices for international flights have risen by 80% (varying by airport) compared to the March 1–31, 2026 period.

For example, at Soekarno-Hatta Airport in Tangerang, the domestic avtur price for March 1–31, 2026 was Rp13.656,51 / liter. For the April 1–30, 2026 period, the price increased to Rp23.551,08 / liter, or up 72,45%. Compared to the average domestic avtur price in 2019 (when the TBA was first implemented) of Rp7.970, the current increase has reached 295%.

Meanwhile, avtur prices for international flights rose from US$0,742 / liter to US$1,338 / liter, an increase of 80,32%. Compared to 2019 (when the TBA was first implemented), the increase has reached 223%.

“As we previously anticipated, avtur prices will rise in line with global prices due to the geopolitical crisis in the Middle East. Therefore, we urge the government to immediately adjust the aviation fuel surcharge, and the upper limit tariff for domestic flights,” he said.

Previously, INACA had proposed a 15% increase in both the fuel surcharge and TBA. However, given that fuel prices have risen higher than expected, INACA is now calling for further adjustments in line with the current increase in avtur prices.
